Both Bulgaria and Romania experienced major transformation over th? past year, especially between th? issuing ?f th? two EC reports in May and September European Commission president Jose Manuel Barroso said. th? EC report said th?t Bulgaria has achieved success in reforming its justice system. “Rules have been introduced establishing objective procedures f?r th? appointment and evaluation ?f magistrates. Pre-trial proceedings have been improved b? th? introduction ?f ? fast-track procedure,” th? report said.
Fight against corruption also saw improvements, th? report said. Laws ?n political party funding and property declaration regulations f?r officials and administrators furthered transparency, th? report said.
Legislation dealing with money laundering w?s almost completely synchronised with European requirements but needed t? b? put into effect.
Bulgaria also achieved progress in th? areas ?f agriculture, consumer and health protection, social policy and employment.
Further progress w?s needed in ? number ?f areas including social inclusion, anti-discrimination policies, public health, nuclear energy, environment and future management and control over th? distribution ?f EU structural funds.
Bulgaria also needed t? adopt ? set ?f constitution amendments guaranteeing th? independence ?f th? judiciary. th? country also needed t? provide more measures countering corruption and organised crime.
“Bulgaria and Romania have made considerable efforts t? complete their preparations f?r EU membership since th? commission issued its last report in May. Bulgaria and Romania ?r? sufficiently prepared t? meet th? political, economic and acquis criteria b? 1 January 2007,” th? report said.
EC w?s going t? strictly examine th? progress in these areas and if such w?s missing, th? commission w?s going t? request th? introduction ?f safeguard clauses.
